Tell us where your passengers start and finish, which company is hiring, the bus size and whether the service repeats. We can check the practical approval route before giving you a confirmed transport scope.
UAE Bus Rental Permits: What Must Be Checked?
There is no single local bus-rental permit that automatically covers every emirate and every trip type. We first check the transport company licence, the registered bus and driver, the contract and the pickup/drop-off points. Then we identify local and, where applicable, federal or cross-emirate permissions. Do not assume that a permit for one emirate allows airport pickups or contracts in another.
- Which authority?Match the company licence, route and destination to the appropriate RTA, Asateel, SRTA, Ajman, RAKTA or other competent authority service.
- What could cost extra?Vehicle- or route-specific permits, driver permits, contract registration and supporting processing charges, only where required and agreed.
- What should you receive?Written scope covering the bus, driver, pickup points, trip dates, permit responsibility and any separately charged approvals.
Which UAE Authority Controls Your Bus Route?
Different permit systems apply according to where the operator is licensed, where the bus is registered, whose staff are travelling and where each journey begins or ends.
Local Bus Permits vs Operator and Driver Approval
A passenger transport activity licence allows a company to conduct an approved business. A bus or route permit relates to a specified vehicle or service. A driver permit covers the person legally operating that vehicle. These are not interchangeable: a valid trade licence alone does not prove that every bus, route or driver is cleared.
| Area or journey | Authority to check | What matters for your booking |
|---|---|---|
| Dubai | Roads and Transport Authority (RTA) | Dubai-licensed rented-bus activity, registered buses and qualified drivers; Naqel may apply to eligible out-of-emirate same-day routes. |
| Abu Dhabi, Al Ain, Al Dhafra | Abu Dhabi Mobility / ITC — Asateel | Company operation, passenger-bus vehicle and driver permits; operating vehicle tracking requirements. |
| Sharjah | Sharjah Roads and Transport Authority (SRTA) | Rented-bus activity approval and the relevant passenger transport permit service for the contracted movement. |
| Ajman | Ajman Transport Authority | Passenger transport permit by registered passenger capacity and selected duration; check other approval types for specialised operations. |
| Ras Al Khaimah | RAK Transport Authority (RAKTA) | For a company licensed outside RAK, check the temporary vehicle permit and its contract requirements. |
| Fujairah | Relevant Fujairah transport/licensing authorities | Check route, commercial transport authorisation and current fee schedule directly; no verified local rate is quoted here. |
| Umm Al Quwain | Relevant UAQ local licensing/transport authority | Confirm whether the specific journey requires an additional approval; do not assume a blanket exemption. |
| Inter-emirate or international commercial operations | Ministry of Energy and Infrastructure (MOEI), plus relevant emirate authorities | Check whether a national land-transport vehicle permit applies; it does not cancel any relevant local permissions. |
Your Trade Licence Emirate Can Change the Answer
For example, a Sharjah-licensed bus taking Sharjah-resident workers to a Dubai workplace is not the same permit case as a Dubai-licensed company collecting passengers inside Dubai. RTA specifically limits its Naqel rented-bus service to eligible same-day out-of-emirate employee transport and says a Dubai-licensed beneficiary company should contract with a Dubai-licensed passenger-transport company. We confirm both the transport operator licence and the customer licence emirate rather than assuming one rule fits every route.

Practical Permit Examples: Staff, Airports and Intercity Routes
We need your actual journey to decide which approval route applies. Here are the common situations that change what must be checked.
Sharjah to Dubai Staff Transport: RTA Naqel Is Not Universal
Say your employees live in Sharjah and travel to a Dubai site every morning, returning the same day. If the transporter is properly licensed outside Dubai and the beneficiary and route meet the RTA Naqel conditions, the operator may need Naqel approval for the bus and driver. The booking should name the contracting company and agreed pickup/drop-off points. A Dubai company hiring an outside-emirate transporter cannot assume that Naqel makes that arrangement eligible.
Dubai Airport Pickup: Do Not Rely on a Normal Naqel Permit
RTA says rented buses operating under Naqel cannot pick up passengers at Dubai airports. Its Naqel FAQ distinguishes ordinary rented-bus operations from the luxury-vehicle airport reservation category; it says rented-bus operators may drop passengers at Dubai airports, while airport pickups are restricted under that specific service. If you need DXB or DWC arrival collection, tell us the airport, terminal, passenger count and operating company early so we can verify a lawful airport pickup solution instead of promising access based on a general inter-emirate bus permit.
Abu Dhabi Workforce Transfers: Check Asateel Before Mobilisation
For contracted buses operating in Abu Dhabi, Asateel provides separate commercial passenger-bus company, vehicle and driver permit services. Abu Dhabi Mobility states that onboard tracking equipment must be functioning before vehicle permits are available. For a new monthly route, ask us to confirm the driver assignment, registered bus, tracking readiness, approved route and start date before employees depend on the service.
Ajman, RAK and Multi-Emirate Projects
Ajman passenger permits have capacity-based terms. RAKTA publishes a temporary vehicle permit specifically for operators licensed outside Ras Al Khaimah and asks for a stamped contract and vehicle paperwork. If a project includes Ajman, RAK and Dubai, a permit obtained in one emirate should not be treated as permission to pick up anywhere else. We review the entire pickup map and customer licence locations together.

UAE Bus Transport Permit Fees: Published Examples
The amounts below are official permit or operator-approval fees, not daily bus rental prices. They apply only to the named authority service and should be checked again at the application/payment stage.
Dubai: RTA Naqel Vehicle Permit Fees
For eligible buses licensed outside Dubai and operating under Naqel, RTA publishes three passenger-capacity fee tiers with four permit durations. Select your bus capacity inside the RTA service to establish the applicable tier. The fee entries below exclude the additional AED 20 Knowledge and Innovation charge stated by RTA.
| RTA Naqel passenger-capacity fee tier | 1 week | 1 month | 6 months | 1 year |
|---|---|---|---|---|
| RTA Naqel — lower fee tier | AED 100 | AED 225 | AED 1,000 | AED 2,000 |
| RTA Naqel — middle fee tier | AED 150 | AED 275 | AED 1,500 | AED 2,500 |
| RTA Naqel — higher fee tier | AED 200 | AED 350 | AED 1,800 | AED 3,000 |
RTA also lists an additional AED 20 Knowledge and Innovation charge on the Naqel permit. A Naqel heavy-bus driver permit is AED 45 for one month, AED 250 for six months, or AED 500 for a year, plus AED 20 Knowledge and Innovation as listed by RTA. A permit amendment is AED 120 plus AED 20. Approval alone is not a permit; the permit is issued after payment.
Dubai: Operator Activity, Bus Registration and Driver Fees
| RTA rented-bus activity service | Published authority fee | What it covers |
|---|---|---|
| Issue business activity permit | AED 4,000 | Operator authorisation for passenger transport by rented buses; not one customer journey |
| Renew business activity permit | AED 2,000 | Renewal of the operator activity authorisation |
| Register a bus for the activity | AED 3,000 | Bus registration for the specified regulated activity |
| Issue a professional bus driver permit | AED 200 | Driver activity permit under the cited RTA activity document |
| Renew professional bus driver permit | AED 200 | Driver permit renewal under that activity document |
The RTA activity document describes a Dubai-based rented-bus transport business. Its AED 4,000 authorisation fee is not an automatic surcharge on a customer booking, and its AED 200 driver permit must not be confused with the separately published Naqel heavy-bus driver fee.
Ajman: Passenger Bus Permits by Seating Capacity
Ajman Transport Authority lists permit fees for commercial passenger transport by rented bus according to registered passenger capacity and permit period. The same categories appear on the Ajman government passenger-permit service. Confirm the current payable amount in the official portal because service-card pages and payment displays can change.
| Ajman rented-bus permit | 1 month | 6 months | 1 year |
|---|---|---|---|
| 9–27 passengers | AED 225 | AED 450 | AED 900 |
| 28–50 passengers | AED 375 | AED 750 | AED 1,500 |
| More than 50 passengers | AED 550 | AED 1,100 | AED 2,200 |
Sharjah, RAK and National Permit Fees
| Authority/service | Verified published fee | Important scope distinction |
|---|---|---|
| Sharjah SRTA — issue rented-bus operator activity certificate | AED 5,000 + published processing charges | Annual operator activity certificate; not a fee for each ride |
| Sharjah SRTA — renew rented-bus operator activity | AED 1,000 + published processing charges | Annual renewal of the licensed operator activity |
| RAKTA — temporary vehicle permit for company licensed outside RAK | AED 250 / 1 month; AED 500 / 6 months; AED 1,000 / 1 year | Vehicle authorisation for eligible external operators with required contract |
| MOEI — national land-transport passenger vehicle permit | AED 100 + AED 5 per passenger seat | Federal permit only where the service applies; local emirate requirements remain separate |
| Abu Dhabi Asateel — commercial passenger bus permits | Confirm current service-specific fee in Asateel | Company, bus and driver approvals are separate; no unverified flat fee given here |
| Fujairah / Umm Al Quwain — local rented-bus permits | Confirm with competent local authority | No unverified fee table or universal exemption claimed |
Worked Examples: Permit Budgets, Not Rental Budgets
For a qualifying 23-passenger bus, the MOEI published formula would calculate AED 100 + (23 × AED 5) = AED 215 for that federal vehicle permit. For a qualifying 50-passenger bus it would be AED 350. These examples apply only where that MOEI permit is required and do not include any other approval, taxes or processing fees. Likewise, a RAKTA out-of-emirate vehicle permit at AED 250 for one month is not the price of a month of staff transportation.

Documents, Drivers and Vehicle Compliance Checklist
Permit applications can fail if the licence, route, driver or vehicle records do not match. We want to find those issues before your first pickup.
What We May Need from the Transporter and Customer
- Transport company trade licence showing the correct passenger-bus activity and licensing emirate.
- Customer or beneficiary trade licence and, where required, a signed and stamped transport agreement.
- Vehicle registration or ownership document, actual registered seating capacity and insurance details.
- Driver valid UAE driving licence for the bus class, Emirates ID and any required professional-driver permit.
- Exact staff pickup locations, workplace locations, route direction, stop count and daily operating times.
- Any authority-specific company account, vehicle permit record, driver application or customer declaration required by the relevant portal.
For Dubai Naqel specifically, RTA publishes a company trade licence, bus ownership document, the contract between the parties and the other party’s trade licence among its document requirements. Driver requirements include the driving licence, Emirates ID and any applicable professional permit. Other authorities use different lists, so we do not promise that the Dubai list alone will be enough for Abu Dhabi, Sharjah or RAK.
Professional Driver, Passenger Count and Safety
A driver must be entitled to drive the exact vehicle class and satisfy any local professional-permit condition. The bus should carry only the number of passengers authorised on its registration and approved configuration. For commercial rented buses in Dubai, RTA publishes requirements covering emergency exits, extinguishers, first-aid supplies, passenger seat belts, maintenance records and carrying the relevant permit. Exact technical requirements depend on the operating authority and vehicle type.
- Confirm the named or properly authorised replacement driver before mobilisation.
- Verify passenger insurance and the vehicle insurance scope for the route, as applicable.
- Never block the emergency exits with luggage or carry more passengers than the permitted count.
- Keep current permits and the contract accessible as required for inspection.
- Make sure routine safety and maintenance checks, replacement arrangements and emergency contact details are ready.
Expiry, Renewal and Tracking Requirements
A permit only helps when it covers the actual service date. Record the expiry dates for each approval, not just the bus registration. For Dubai Naqel, RTA says the permit cannot be renewed in place; the operator applies for a new permit within its specified pre-expiry window. Abu Dhabi Asateel requires functioning approved onboard tracking before vehicle permits are available. If a replacement bus or driver is assigned, check whether the existing approval can be used or must be changed.

How Permit Rules Affect Your Quote and Start Date
We separate the price of transporting your passengers from authority charges that may be needed for the specific route or operating arrangement.
Which Permit Costs Might Appear on Your Quote?
A practical quote should identify whether the supplier is covering its normal licences, vehicle permits and professional-driver authorisations, and whether a new contract-specific or cross-emirate permit is required. Any extra permit processing or government charge should be named, with the authority, purpose and payer agreed before booking. We do not add unrelated business-licence fees to a one-day charter just because those fees exist on an authority website.
| Change in your requirement | Why compliance may need another check | What to tell us |
|---|---|---|
| Sharjah pickup plus Dubai workplace | Out-of-emirate employee movement and customer licensing may affect Naqel eligibility | Transporter licence, employer trade licence and same-day return plan |
| Add another staff company to the route | Some approvals record beneficiary companies and contracts | Names of all companies and each approved pickup |
| Replace a 23-seat bus with a 50-seat bus | Permit capacity tier and vehicle record may change | Registered seat count and actual replacement vehicle |
| Change airport arrival to DXB pickup | Airport collection has distinct restrictions under Naqel | Airport, terminal, arrival time and proposed operator |
| Start an Abu Dhabi route next morning | Asateel vehicle/driver approval and tracking need confirmation | Bus registration, driver and tracking readiness |
| Extend one month to six months | A different permit duration may change the authority charge | Exact start/end dates and likely contract term |
Mistakes That Can Delay or Invalidate the Service
- Booking a bus solely because the supplier has a trade licence, without checking its permits.
- Assuming a Sharjah permit allows every Dubai pickup or a general RTA approval allows airport arrivals.
- Giving only emirate names instead of route addresses and access gates.
- Mixing a company activity licence fee with a one-off permit or daily bus price.
- Ignoring driver professional permits, seat registration, Asateel tracking or permit expiry.
- Changing bus, beneficiary company, start date or pickup points without reviewing the approval.

- Who is hiring: Company name and trade-licence emirate, or the nature of the private group.
- Where the bus travels: All pickup and drop-off addresses with their emirates, including stops and airport terminals.
- How the route works: One-way, same-day return, shift service, repeated route or event shuttle.

We do not represent ourselves as the permit-issuing authority; final decisions belong to the regulators.
UAE Bus Rental Permit and Compliance FAQs
These answers address approval, cost, licence and airport questions that can affect your booking.
Do I need a permit to hire a bus in the UAE?
For commercial hired-bus transport, the operating company must hold the approvals required for its licensed activity, bus, driver and applicable route. A customer may not personally apply for every approval, but should confirm that the supplier is legally authorised for the actual trip.
Is one bus transport permit valid across all seven emirates?
Not automatically. Local licensing and operator rules differ. Cross-emirate or national land-transport approvals may also apply, and they do not automatically override local entry, pickup or airport restrictions.
Can a Sharjah company take workers to Dubai under Naqel?
Potentially, for a qualifying same-day route operated by an out-of-Dubai licensed transporter carrying employees of eligible entities. RTA restricts the service and says a Dubai-licensed beneficiary company should contract with a Dubai-licensed passenger transport company. Confirm the operator and employer licences before applying.
Can an out-of-Dubai rented bus collect passengers at DXB or DWC under Naqel?
RTA says no for Naqel rented buses: Dubai airport pickup is excluded under that service. Airport drop-offs and other airport transport categories have different conditions. Confirm the authorised airport pickup arrangement before promising an arrival transfer.
How much is a Dubai RTA Naqel bus permit?
RTA lists base fees starting at AED 100 for one week and AED 225 for one month in the lowest listed passenger-capacity fee tier. Higher tiers and longer durations cost more, up to AED 3,000 for one year in the highest listed tier, plus AED 20 Knowledge and Innovation. The actual tier depends on the vehicle category selected in the official service.
Is the AED 4,000 Dubai rented-bus activity fee charged to every customer?
No. AED 4,000 is the RTA-listed fee for issuing the operator activity permit in the cited commercial-transport document. It is not automatically a permit fee for one customer trip or a standard rental surcharge.
What are the passenger bus permit fees in Ajman?
Ajman Transport Authority lists AED 225, AED 375 and AED 550 for one-month rented-bus passenger permits in the 9–27, 28–50 and over-50 passenger categories respectively. Six-month and annual rates are shown in the pricing section. Reconfirm the current charge in the portal before payment.
How much is the RAK permit for an operator based in another emirate?
RAKTA lists AED 250 for one month, AED 500 for six months and AED 1,000 for one year for its temporary vehicle authorisation for eligible companies licensed outside RAK. Its requirements include a stamped contract and related documents.
Does a Sharjah SRTA annual certificate replace a specific route permit?
No. SRTA describes its annual rented-bus activity certificate separately from its passenger permit services. A company should confirm the route or vehicle-specific approval needed for its actual service.
Does Abu Dhabi need Asateel registration for rented buses?
Abu Dhabi Mobility describes Asateel as its commercial transport permit platform, including passenger-bus operator, vehicle and driver services. It says operating vehicles need a functioning tracking device before vehicle permits can be issued. The exact approval should be checked for the proposed operator and route.
Is there a federal permit for inter-emirate bus transport?
MOEI publishes a national land-transport vehicle permit service covering licensed transport activity for inter-emirate or international work. Whether it applies to your operating scenario should be checked with the authority; local permits may still be required.
What if we change the bus, pickup points or customer company?
Tell us before changing the route. A different registered bus, beneficiary company or pickup location can require an amendment or new approval. For Dubai Naqel, RTA publishes an amendment service and lists restrictions on the number of beneficiary contracts and pickup/drop-off locations.
Does every UAE bus rental invoice include 5% VAT?
No single rule covers every arrangement. The FTA says qualifying local passenger transport is generally VAT-exempt, with exceptions and different treatment for some services. We confirm the tax treatment for the actual contracted service in writing.
What should I provide before requesting a bus permit-ready quotation?
Send the customer company and licence emirate, all pickup/drop-off locations, bus size, passenger count, daily timings, contract duration and first operating date. If airport, free-zone or site permits are involved, tell us at the outset.
